I’m glad they Democrats didn’t bail out the GOP’s racism and general GOP governmental dysfunction…but, I thought that reconciliation could be used on the Budget and only for the budget… What am I missing? It seems like major media outlets are all talking about the need for 60 votes to pass a CR. If the GOP can’t use reconciliation, I will gladly and continue to lend my enthusiastic support to the Dems for saying no to this administration’s shitshow.

To set up reconciliation there needs first to be a budget resolution. That first step is what’s missing, I think.
From Wiki:

  • Congress passes a budget resolution, with a deadline of April 15. No presidential signature is needed; sometimes the resolution is delayed or never passed.
  • The budget goes to both houses. It goes to the Senate with a special rule: it can pass with 51 votes and cannot be filibustered. Other legislation can be filibustered and requires 60 votes to end the filibuster.
  • The budget cannot affect entitlements such as Medicare unless the budget includes “reconciliation instructions.” In that case, the Byrd rule applies and the primary result must be to reduce entitlement spending. [Judd] Gregg notes, “If the budget calls for more revenue to reduce the deficit, then reconciliation can be used to produce that revenue via fees or taxes.” A reconciliation instruction is a provision in a budget resolution directing one or more committees to submit legislation changing existing law in order to bring spending, tax revenues, or the debt ceiling into conformity with the budget resolution. The instructions specify the committees to which they apply, indicate the appropriate dollar changes to be achieved, and usually provide a deadline by which the legislation is to be reported or submitted.
  • After the changes are made, the Budget Committees consolidate them into one bill that is voted on by both houses; it needs 51 Senate votes.
  • The final reconciliation covers government spending and goes to the president who can sign it or veto it; the veto can be overturned by a two-thirds majority in both houses.

What you are missing from your narrative is that DACA has absolutely nothing to do with the budget. So with respect to the inclusion of DACA, all the racist trump administration insisted on was actual border security and enforcement in conjunction with the discussion about DACA. The left in their usual modus didn’t want any compromise on the issue. But lets remind ourselves just how we arrived at this place… in 1986 in a ‘bipartisan’ agreement of amnesty and immigration reform that encompassed border security and enforcement. The bill passed… amnesty was instantaneous for some 3 million but… border security and enforcement… weelllll not so much. This of course leads us to a repeat (only many times bigger than before)… so I don’t see where insisting on the border protections and enforcement up front is really all that racist… Fool me once shame on you, fool me twice, shame on me…

So what is missing in this BUDGET shutdown is the fact that democrats wanted to cloud the budget issue with a non budget item and refused reasonable compromise at that…

Looks like there’s a little bit of progress in the senate as a group of twenty or so have emerged from a meeting with something hashed our that they’re going to share with the senate at large. We’ll see soon hopefully.
